I suppose you would also say that the Airports Company has nothing to do with SAA. The fact that these two supposedly private companies are efectively "owned" by government probably also has nothing to do with it, nor the tax payers' money which government (their owners) pump into them. I suppose the fact that SAA also just accepts this in their stride and does not issue STRINGENT alerts upon ticket purchase, nor upon check in that you stand a very good chance to loose things, is also not their fault. Lastly, it is a fact that the baggage claims are handled by the airline and the support from airline personell is, shall we be civil and call it somewhat lacking.
